Rajasthan Urja Vikas and IT Services (RUVITL) has announced a significant step towards meeting the future electricity demands of the state. In a bid to procure both thermal and solar power, RUVITL has initiated a Tariff-based Competitive Bidding (TBCB) Process, aiming to develop 8,000 MW of solar projects in Rajasthan.
This comprehensive tender requires bidders to offer full capacities of both coal-based and solar energy. Failure to comply will result in non-responsive status. To streamline the process, separate sets of documents will be released for coal-based and solar power bidding.
For coal-based power, bidding documents will include a Request for Qualification (RFQ), a Request for Proposal (RFP), and a Draft Power Sale Agreement (PSA). Solar power procurement will entail a Request for Selection (RFS) and a Draft Power Purchase Agreement (PPA).
Bidders must submit separate bids for each energy type online. Financial bids will be opened, with the Weighted Average Tariff determined based on capacities and relevant factors. The projected Total Tariff for thermal power is INR 4.00 per kWh, and for solar power, it’s INR 2.50 per kWh.
Bid documents will be available from May 2, 2024, with a pre-bid conference scheduled for June 3, 2024. The bid due date is June 24, 2024, with technical bids opening the same day at 4:00 PM.
