The Madhya Pradesh Urja Vikas Nigam Limited (MPUVNL) has floated a tender to standardize rates and select contractors for implementing 26 MW of rooftop solar systems across the state. The project includes both grid-connected and off-grid systems and will be executed under the engineering, procurement, and construction (EPC) mode. The initiative is part of the state’s efforts to expand its renewable energy capacity and promote sustainable development.

Project categories and capacities

The tender divides the project into four groups based on system type and capacity:

  • Group A: Off-grid systems with a 4.8 kVAh battery per kW, ranging from 1 kW to 25 kW, with a cumulative capacity of 1,000 kW.
  • Group B: Grid-connected rooftop solar systems without batteries, with capacities between 1 kW and 3 kW, aggregating to 5,000 kW.
  • Group C: Grid-connected systems without batteries, with capacities from more than 3 kW to 10 kW, totaling 10,000 kW.
  • Group D: Grid-connected systems without batteries, with capacities from more than 10 kW to 500 kW, aggregating to 10,000 kW.

This categorization ensures that the projects cater to diverse energy requirements across residential, commercial, and institutional sectors.

Key dates, & technical eligibility criteria

The bidding process will commence on December 9, 2024, and close on December 31, 2024. Techno-commercial bids are set to be opened on January 2, 2025. Interested bidders must pay a tender document and processing fee of ₹12,095, inclusive of GST, to participate.

Bid security requirements

The bid security amounts differ across the project groups:

  • ₹450,000 for Group A
  • ₹2.25 million for Group B
  • ₹4.05 million for Groups C and D

For bidders applying for multiple categories, the bid security will be the cumulative total of the required amounts for each group. A bidder applying for all four categories must submit ₹10.8 million as bid security.

To qualify for the tender, bidders must demonstrate previous experience with solar projects:

  • Group A: Completion of off-grid solar projects with a total capacity of at least 120 kW.
  • Group B: Completion of grid-connected solar projects totaling 600 kW.
  • Groups C and D: Completion of grid-connected projects with capacities of 1,080 kW each.

In addition to project execution, bidders should have designed, engineered, supplied, installed, tested, commissioned, and maintained similar systems over the past five years.

Financial eligibility requirements

Bidders are also required to meet financial benchmarks:

  • Group A: Average annual turnover of ₹4.5 million over the last three financial years.
  • Group B: ₹22.5 million average annual turnover.
  • Groups C and D: ₹40.5 million average annual turnover each.

Furthermore, bidders must have a positive net worth in the latest financial year.

The tender aligns with MPUVNL’s mission to boost renewable energy adoption in Madhya Pradesh while ensuring cost efficiency and operational reliability. By standardizing rates and emphasizing technical and financial competence, the initiative aims to attract experienced contractors and guarantee high-quality execution.
