Ground Report | New Delhi: Russia Ukraine talks; Kremlin spokesman Dmitry Peskov says Russia is ready for talks with Ukraine in Minsk, the capital of Belarus. According to Russia’s state news agency RIA Novosti, the spokesman says that these talks will be about declaring Ukraine “neutral status”, as well as reducing the army.

Russia wants Ukraine not to join NATO. Even when Russia was in talks with America and other Western countries regarding the Ukraine crisis, Russia’s main demand was that Ukraine should not be included in NATO.

Ukrainian President Volodymyr Zelensky has called for talks with Russian President Vladimir Putin. Earlier, Russian Foreign Minister Sergei Lavrov has said that no talks can take place until the Ukrainian army lays down its arms.

A Kremlin spokesman has spoken of talks in Minsk. This place is important in terms of relations between Russia and Ukraine. After bloody conflicts between pro-Russian rebels and Ukrainian forces in eastern Ukraine, the Minsk-1 accords were first signed in 2014 and Minsk-2 in 2015.

The agreement was signed in February 2015 in Minsk, the capital of Belarus, in the presence of the leaders of Russia, Ukraine, Germany and France. Under this, steps were to be taken to restore peace in those areas which had been occupied by pro-Russian separatists. Now Russia’s attack is being seen as a violation of the Minsk Agreement.

Ukrainian President Volodymyr Zelensky, addressing from his office in Kyiv, said that he appeared to be targeting European leaders. Zelensky says that the actions of European leaders are insufficient compared to the kind of action being taken by Russia.

“As World War II, when you said it would never happen again, but it’s happening here again and you’re not answering enough,” said Zelensky, addressing in a military uniform. Zelensky says if European leaders act quickly, it is still not too late to stop the Russian attack.

At the same time, the President of Ukraine has appealed to the citizens of the European Union to demonstrate in their countries so that their governments can be forced to take decisive action.

He said, “I’m sure you’re seeing, all of you, all of Europe. But we don’t see what you are going to do about it, how are you going to defend yourself when you are so slow to help Ukraine.
