The Jammu and Kashmir administration has appointed Saba Shawl as Superintendent in the Prisons Department under Government Order No. 145 Home of 2026 dated March 2, 2026.
The order transfers her from her post as Staff Officer to the Director General of Prisons, Jammu and Kashmir. She will now head a high-security jail with immediate effect.
Officials confirmed that Shawl has taken charge as Superintendent of Central Jail Srinagar. The facility is one of the key correctional institutions in the Union Territory.
Who is Saba Shawl?
Saba Shawl is a resident of Peerbagh in Srinagar. She cleared the Jammu and Kashmir Public Service Commission examination in 2012 for the post of Superintendent of Police (Prisons).
She holds a masterโs degree in social work. At the time of her selection, few women in Kashmir had entered uniformed services.
According to officials in the department, she secured the lone open merit position for SP Prisons in that examination. โIt was a competitive process with only one open merit post. She earned it on merit,โ a senior officer in the Prisons Department said.
Career Background
Before joining government service, Shawl worked as a senior community development consultant. She later worked with the Indo Global Social Service Society, where she focused on grassroots social work and capacity-building programmes.
After clearing the PSC examination, she underwent six months of training. She was then posted to several correctional facilities across Jammu and Kashmir.
Her early assignments included Central Jail Kothbalwal in Jammu and Kupwara Jail. At these facilities, she handled prison administration and inmate management.
An officer who worked with her at Kothbalwal said, โShe showed discipline and clarity in handling prison duties. She followed procedure and maintained coordination with staff.โ
Shawl later moved to the Prisons Headquarters. She handled administrative work and also served as Public Relations Officer. In that role, she coordinated training programmes and managed departmental communication.
โShe understands both field operations and headquarters work,โ a senior official said. โThat balance is important for leading a major jail.โ
What the Appointment Means
Her posting as Superintendent of Central Jail Srinagar places her in charge of one of the most sensitive correctional facilities in the Union Territory.
Central Jail Srinagar houses a large number of inmates, including undertrials and those convicted in serious cases. The jail operates under strict security protocols.
Officials said her combined experience in field postings and administrative assignments prepared her for the responsibility. โShe has worked at different levels of the department. That experience will help her in this role,โ an officer at the Prisons Headquarters said.
The Government Order states that the transfer and posting take effect immediately.
Why the Posting Draws Attention
Shawlโs appointment has drawn attention as she is among the few women officers to lead a high-security jail in the region. Her selection in 2012 had already marked a notable moment, as women representation in uniformed prison services was limited at the time.
A former colleague said, โHer journey shows that women officers are taking up key operational roles. It reflects gradual change within the department.โ
Residents of Peerbagh expressed pride at her appointment. A local community member said, โIt is encouraging for young women in the area to see someone from here reach such a position.โ The Prisons Department has not issued further details on any immediate changes at Central Jail Srinagar under her leadership. For now, Shawlโs focus remains on managing the high-security facility and carrying out the duties assigned under the government order.
