The Bihar State Power Generation Company has launched a request for proposals for the development of a 10 MW grid-connected floating solar project. This ambitious project is set to take shape over the Durgawati dam reservoir in the Kaimur and Rohtas districts, embracing a renewable energy service company model that encompasses building, owning, and operating the facility.

The project’s scope extends beyond the installation of the floating solar system; it includes the creation of a transmission network up to the interconnection point. The technology selected for this venture must be commercially proven and capable of withstanding the high humidity and moisture levels typical of such environments. Prospective bidders are required to lodge an earnest money deposit of Rs 10 million and, upon signing the power purchase agreement, provide a performance bank guarantee of Rs 2.5 million per MW. The deadline for submitting bids is set for April 25, 2024.

Eligibility criteria for bidders are stringent, demanding a track record of at least 5 MW in completed grid-connected solar power projects, with a minimum of 1 MW for a single project. The successful bidder will also be tasked with obtaining environmental clearances, water body usage approvals, and labor registrations. A 25-year power purchase agreement will be signed between the developer and the state’s distribution companies, North Bihar Power Distribution Company and South Bihar Power Distribution Company.

Financial stability is a prerequisite, with bidders needing to show a Minimum Average Annual Turnover of INR 30 Crore over the last three financial years, excluding ‘Other Income’ as defined in their annual accounts.

Additionally, bidders must declare the project’s Annual Capacity Utilization Factor, adhering to a minimum of 19% as per BERC guidelines. This figure is to remain constant throughout the PPA period, ensuring that generation does not dip below the set standards.

For the first decade following the Commercial Operation Date, the Floating Solar PV Developer must maintain generation within +10% and -15% of the declared CUF, adjusting to +10% and -20% for the remainder of the 25-year PPA term. Should grid availability issues arise beyond the FSPD’s control, BSPGCL may consider relaxing these requirements.
